Classification Standard
Campus Public Safety Officer provides communications services within the University Police Departments at the campuses of the State University of New York. Their primary responsibility is to function as a desk officer, dispatcher, and 911 operator. In this capacity they may be required to operate radio receiver and broadcast equipment, telephone equipment, the New York Statewide Police Information Network (NYSPIN) terminal equipment or other similar terminal equipment, personal computers, closed circuit television systems, and electronic security systems.
CAMPUS PUBLIC SAFETY OFFICER: one position per shift; subject to the Security Guard Act of 1993; have neither peace or police officer status. Answer telephone, radio, and computer communications lines, dispatch mobile and foot patrols, maintain appropriate records, and operate data terminals. May patrol campus buildings and facilities, enforce building regulations, maintain order, and answer questions for students, staff and visitors. May be assigned as a passenger in a vehicle to assist a higher level public safety officer. May prepare and file a variety of reports and logs.
University Police Officers 1 are charged with full police powers under Criminal Procedure Law, Section 1.20(34)(s) and enforce all New York State and local laws and the Student Code of Conduct on the grounds of the State University of New York. They assist other Local, State and Federal police officers with investigations, and may collect evidence, question witnesses or testify in court in connection with alleged criminal actions.
Campus Public Safety Officers function under the direction of the University Police Department shift supervisor, typically a University Police Officer 2. Incumbents are given directions regarding assignments, briefing on current problems at the beginning of the shift, and instruction in job-related law enforcement techniques.
Controls base, fixed or mobile communication.
· Maintains status and control over all mobile radio units in service.
· Monitors all equipment in the dispatch area and reports all departures from required procedures to the appropriate supervisor.
· Immediately reports emergency situations to supervisory personnel, including the inability to establish communications with a mobile unit.
Operates data terminals, computers, communications and support equipment.
· Complies with NYSPIN rules and regulations when operating equipment.
· Accurately enters and updates information in the various computers and data terminal devices.
· Retrieves information from computer systems and provides to public safety and police personnel.
· Reviews all messages received on data terminals and stores or distributes according to prescribed procedures.
· Prepares written reports and maintains the public safety blotter as assigned.
· Operates logging devices to automatically record video, radio and telephone transmissions, archiving as required.
· Maintains communications files and performs other communication-related duties as required by the shift supervisor.
As assigned:
· Responds to calls for assistance to ensure that property is secured until a police officer arrives at the scene.
· Patrols assigned area on foot to deter criminal activity by means of presence and witness and to detect and report any possibly dangerous situations such as fires.
· Issues parking permits and citations.
· Prepares and files a variety of reports and logs, and performs other security related activities.
The duties of a Campus Public Safety Officer are people-oriented and communications are in some instances stressful. Duties require contact with all members at all levels within the University Police Department, other police and governmental agencies, the campus community and the general public. Campus Public Safety Officer must communicate with tact and diplomacy both orally and in writing in order to gain the cooperation of others and to obtain information.
Open Competitive: possession of a current Security Guard photo ID issued by the New York State Department of State, and one year subsequent building guard experience.
