SALARIES: Salaries are paid on a ten-month basis. If you work during the other two months, you will receive additional compensation.

Appointees who work in the five boroughs of New York City or in Nassau, Suffolk, Rockland, or Westchester Counties will receive an additional $1,850 annual downstate adjustment. Appointees who work in Dutchess, Orange, or Putnam Counties will receive an additional $1,000 annual Mid-Hudson adjustment.

MINIMUM QUALIFICATIONS: On or before the date of filing your application, you must meet the following requirements:

  1. permanent/professional or provisional/initial/conditional initial New York State certification as a Teacher of English to Speakers of Other Languages; or
  2. permanent/professional New York State certification in any subject area with a statement of continued eligibility to teach English to speakers of other languages.

Requirements For Appointment At Each Level:

For Teacher 2:

New York State provisional/initial/conditional initial certification in teaching English to speakers of other languages;

For Teacher 3: New York State permanent/professional certification in teaching English to speakers of other languages;
For Teacher 4: New York State permanent/professional certification in teaching English to speakers of other languages and two years of post-certification (provisional/initial/conditional initial or permanent/professional) teaching experience;
OR:
permanent/professional New York State certification in another specialty with a statement of continued eligibility to teach English to speakers of other languages and two years of post‑certification (provisional/initial/conditional initial or permanent/professional) teaching experience.

Requirements for Continued Employment: Possession of a permanent/professional or provisional/initial/ conditional initial New York State certificate in this subject area or possession of permanent/professional NewYork State certification with a statement of continued eligibility to teach English to speakers of other languages is necessary for continued employment. Loss of certification will result in termination of employment.

THE POSITIONS: These positions exist in New York State government in the various facilities of the Department of Correctional Services, the Office of Children and Family Services, and the Office of Mental Health. The positions are in a variety of settings ranging from institutional settings, where teachers may be required to function in a security-oriented environment, to community-based settings. Currently there are vacancies at various locations throughout the state.

DUTIES: As a Teacher Of English To Speakers Of Other Languages, you would utilize your professional training and experience in the techniques and methods of diagnosis and remediation to teach English to students who speak a language other than English. Your duties would include teaching basic skills, administration, modification of individual lessons and curricula, preparing course and unit outlines, lesson plans, educational progress reports, individual education plans, and acting as advisor to student groups and organizations. You may be required to follow an approved program design written by the specific agency and funded by either state or federal funds. The position will require a knowledge of current methodology in the teaching of English as a second language in an individualized multi-level setting.

Teachers at each level perform specialized tasks with emphasis on the identification and detection of skills and disabilities. This involves development of a plan of objectives for remedial education and evaluation of the growth and development of the student's competency in the stated skills objectives.

NOTES:

  1. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  2. You will be appointed at the level for which you meet the requirements at the time of your appointment. When you meet the requirements for a higher level in your specialty, you will be eligible for promotion to that level without further examination.
  3. Applicants should clearly indicate the number of hours worked per week for either part-time, full-time, substitute teaching, or volunteer work.  This will ensure an accurate calculation of time worked in each position that is listed on your application form.
  4. Anyone appointed to one of these positions must serve a probationary period ranging in length from one year to three years. While on probation, you may be promoted to a higher level upon completion of additional requirements. You would not, however, be required to serve an additional probation at the higher level once you have satisfactorily completed the original probationary period.

SUBJECT OF EXAMINATION: There will be no written test. If you meet the Minimum Qualifications your education and experience will be evaluated against the general background/critical activities of the position. Be sure to indicate your teaching specialty, type of certification and dates of validity. You should also be sure to describe carefully the types of classes and students, clients, or inmates that you have taught. It is essential that you describe your education and experience as completely as possible on the NYS-APP Open Competitive Examination Application form. Ambiguity, vagueness or omissions will not be decided in your favor. Do NOT send resumes. If you need more space, attach additional 8½ x 11” sheets, following the same format used on the application form. Additional unsolicited information will not be accepted after the last day for filing.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime veterans’ and Civil Service Law Section85-a credits to your final passing score.

CONTINUOUS RECRUITMENT/ELIGIBLE LISTS: Candidates who meet the qualifications and pass this examination will have their names placed on the eligible list in the order of final scores, regardless of the date on which they filed or took the test. Generally, the names of qualified candidates will remain on the eligible list for two years. Appeal of ratings will not be allowed as the opportunity for retest exists. The Department of Civil Service reserves the right to terminate this special recruitment program.
