Appointees who work in the five boroughs of New York City or in Nassau, Suffolk, Rockland, or Westchester Counties will receive an additional $3,026 annual downstate adjustment.

MINIMUM QUALIFICATIONS: On or before the date of filing your application, you must have two years of civil engineering experience AND

Either I. Possession of a New York State Professional Engineer's license and current registration;
Or II. Possession of a Professional Engineer's license and current registration from a State or Territory of the United States. Candidates qualifying under this option must secure a New York State Professional Engineer's license and registration prior to appointment.

For either I or II above, you must submit photocopies of your earliest license and current registration with your application. Newly licensed engineers may submit New York State Education Department notification of successful completion of the Professional Engineer examination in lieu of the license.

Substitution: A master's or doctoral degree in civil engineering, civil engineering and technology, transportation engineering, or transportation planning can be substituted for one year of required experience.

THE POSITIONS: These positions exist in New York State government with the State Emergency Management Office in Albany, the Bridge Authority in Highland, and the Thruway Authority, the Canal Corporation, and the Department of Transportation at various locations throughout the state.

DUTIES: As a Civil Engineer 2, you would perform civil engineering work involving the full range of professional activity including technical and physical reviews, planning, design, construction supervision, maintenance, and evaluation of roads, bridges, airport structures, rail facilities, waterways, geotechnical features, buildings, treatment facilities, materials, traffic control and management, traffic safety systems, and related structures and equipment. You may also be assigned project management responsibilities and may supervise a subordinate staff of engineers and technicians.

NOTES:

  1. Your degree or college credit must have been awarded by a regionally accredited college or university or one recognized by the NYS Education Department as following acceptable educational practices. If your degree or college credit was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. You must pay the required evaluation fee.
  2. Appropriate part-time and volunteer experience, which can be verified, will be accepted on a prorated basis.
  3. A promotion examination is also being held for these positions. If you are eligible for appointment from a promotion list, you may not be appointed in your own agency from the list resulting from this examination open to the public.
  4. Although a promotion examination is being held, it is expected that appointments will be made as the result of this examination open to the public.
  5. Continued employment as a Civil Engineer 2 is dependent upon continued possession of a New York State Professional Engineer's license with current registration. Failure to maintain a New York State license and registration will result in removal from employment.
  6. In the New York State Bridge Authority, candidates must demonstrate that they have the ability to perform all the duties of the position, especially access to all areas of the bridges.
  7. There is no processing fee for this examination.

SUBJECT OF EXAMINATION: There will be no written test. If you meet the Minimum Qualifications your education and experience will be evaluated against the general background/critical activities of the position. This evaluation will concentrate on the appropriateness and breadth of relevant engineering education and experience. It is essential that you describe your education and experience as completely as possible on the NYS-APP Open Competitive Examination Application form. Ambiguity, vagueness or omissions will not be decided in your favor. Do NOT send resumes. If you need more space, attach additional 8½" x 11"sheets, following the same format used on the application form.

Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime veterans’ and Civil Service Law Section 85-a credits to your final passing score.

New York State has an ongoing need for persons qualified for appointment to these positions and will accept applications at any time and will rate applications whenever additional eligibles are needed. It is anticipated that the examinations will be held on a periodic basis throughout the year. ELIGIBLE LIST: Candidates who meet the qualifications and pass this examination, will have their names placed on the eligible list in the order of final scores, regardless of the date on which they filed for the test. The names of qualified candidates will remain on the eligible list for two years.

RETEST POLICY: Qualified candidates may file as frequently as every 12 months but a new application is required each time.

Appeal of ratings will not be allowed as the opportunity for retest exists.
