MINIMUM QUALIFICATIONS TO APPLY FOR THIS EXAMINATION: A candidate who expects to graduate with a bachelor’s degree within nine months and has completed at least 16 credit hours in accounting and/or auditing may file an application for this examination. This application will be rated and you will be notified of the results. Your name will be placed on the eligible list upon attainment of the minimum qualifications for appointment. You may receive a conditional offer of appointment if your score is reachable even though you may not report for work until you have submitted proof that you have met the minimum qualifications for appointment described below.
MINIMUM QUALIFICATIONS FOR APPOINTMENT: You must have a bachelor’s degree and 24 undergraduate and/or graduate credit hours in accounting and/or auditing. The scope of the 24 credit hours must be solely accounting and/or auditing. Certain courses such as business law and accounting information systems, although taken in the accounting department, are not counted towards the required 24 credit hours. Appointment to Insurance Examiner Trainee 2 requires one year of professional accounting experience obtained after receiving a bachelor's degree. No substitutions for these educational or work experience requirements are permitted. All education must have been received at a regionally accredited college or university, or one recognized by the New York State Education Department as following acceptable educational practices. If your degree(s) and/or college credit were awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency and a course-by-course evaluation. NOTES:
THE POSITIONS: Vacancies for these positions are filled in the NYS Insurance Department in Albany and New York City, although some positions do exist in Buffalo, Syracuse and Mineola. This examination is designed to select candidates with accounting and/or auditing education for entry-level professional positions in the New York State Insurance Department. Appointments begin at a) Insurance Examiner Trainee 1 and advance to Insurance Examiner Trainee 2 upon satisfactory completion of the first year OR b) Insurance Examiner Trainee 2 which requires a one-year traineeship. Upon satisfactory completion of the traineeship, Insurance Examiner Trainees advance to the journey level Insurance Examiner position.
THE TRAINEESHIPS: As an Insurance Examiner Trainee 1 or Insurance Examiner Trainee 2, you would be assigned to a field or office position. In the field, you would be part of a team assigned to perform bank reconciliations, test unearned premium reserves, examine stocks and bonds, and review other facets of insurance operations to determine their financial condition and treatment of policyholders. Positions do require travel. If assigned to the office, you would assist in the review of annual statements, the investigation of violations and/or complaints against licensees, and the examination and review of underwriting and rating practices. In addition, in order to advance to the journey level Insurance Examiner position, you would be required to successfully complete the Insurance Department's training program consisting of classroom instruction, seminars, workshops, relevant examinations and one professional designation course.
SUBJECT OF EXAMINATION: There will be no written test. If you meet the Minimum Qualifications your training and experience will be evaluated against the general background/critical activities of the position. This evaluation will concentrate on
Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime veterans credits to your final passing score.

False statements or lack of proper verification may result in revocation of such appointments.

CONDITIONS APPLYING TO THIS CONTINUOUS RECRUITMENT EXAMINATION: This examination is being conducted pursuant to the rules and regulations of the New York State Department of Civil Service. The NYS Insurance Department has an ongoing need for persons qualified for appointment to these positions and will accept applications at any time and will rate applications whenever additional eligibles are needed. ELIGIBLE LIST: Candidates who meet the qualifications and pass this examination(s), will have their names placed on the eligible list in the order of final scores, regardless of the date on which they filed for the test. The names of qualified candidates will remain on the eligible list for one year.
RETEST POLICY: Qualified candidates may file as frequently as once a year but a new application and all supplemental information and documentation are required each time.
Appeal of ratings will not be allowed as the opportunity for retest exists.
